An Instrument, Perhaps
The circle arrangement creates an impression of function and intention in the photo. I have experienced a similar effect when arranging objects; when you repeat a form, you create the perception of a pattern or system.
I found records that refer to the device as a ‘tuner.’ However, I could not determine what the tuner was intended to tune, nor could I locate any measurements or readings I could associate with the image.
